Mayor Announces Three-Phased Plan for Reopening Enid’s Economy

ENID, OK (April 27, 2020) – Mayor George Pankonin announced a Three-Phased Plan for reopening Enid’s economy.

Current conditions allow for Phase One to begin Friday, May 1, 2020:

  • Enid has a low number of COVID-19 cases (as of April 27, 2020 there are nine in the City and eleven in Garfield County)
  • Enid’s COVID-19 hospitalizations are stable and at a manageable level
  • No alternative care sites have been utilized or necessary to date

The mayor said, “The plan seeks to open businesses to restart the economy while still providing protection for the community and the most vulnerable.”

The plan modifies the Stay At Home Order for the general public, but continues to discourage non-essential travel outside of Garfield County and continues the requirement for vulnerable persons 65 and older or with serious underlying medical issues and those of any age living with such vulnerable persons, to remain in their homes, except for work and essential activities.  Most of Enid businesses may open on May 1st, but the plan spells out some requirements for businesses that involve significant personal contact.  Some of these requirements are listed in the plan, but also refer to the Centers for Disease Control, the Occupational Health and Safety Administration, the Oklahoma Department of Health, the Oklahoma Department of Commerce, the Garfield Health Department, and business trade associations for specific guidelines.  Social distancing requirements will continue to be required in phase one and phase two.  Phase three will be defined once the community enters phase two.

Activities that remain closed are those that encourage large gatherings to assemble in Enid including sporting events, concerts, trade shows, conventions, etc.  Businesses that cannot maintain sanitation standards will also not be allowed to open in Phase 1 and visits to Senior Living Facilities are also prohibited.

The City Commission will meet in a special meeting on Thursday, April 30, 2020 to consider approval of the three-phased plan. The Mayor plans on issuing an Emergency Declaration this week to replace the declaration that will expire on Thursday, April 30, 2020.  It is important to note that the Mayor and Commission may modify this plan at any time to include imposing more restrictions, if COVID-19 conditions warrant.
